The SGO reporting requirements include crashes with minor damage, which is a lower reporting threshold (more minor crashes are included) than traditional police-reported and insurance crash databases. Therefore, given the stringent reporting requirements and operational policies of Waymo’s fleet, it is highly unlikely that any crashes resulting in the outcomes reported on the data hub occurred and are not included. For reference, NHTSA reports (Blincoe, et al., 2023) that underreporting for human-driven vehicle crashes is 69.7% of property damage crashes and 31.9% of injury crashes. Waymo’s reporting is for all known crashes that are detected by a highly capable sensor suite, a more complete reporting.
